“Romantic Route 3” is the biggest art festival in Taiwan. Lasting 65 days and covering 150 kilometers across Taipei, Taoyuan, Hsinchu, Miaoli, and Taichung, with 17 towns participating, in 2023 it featured 91 pieces of art created by artists and design teams. To solve the problem of inefficient and inaccurate manual visitor counting, we used the SKYLENS platform with data from 11 million mobile phone users. By analyzing, targeting, optimizing, and comparing data, we divided the planning into three stages. Pre-festival, we used data to target specific groups by looking at people who visited related sites and places in the past six months, creating tailored content and KOL videos for each. Mid-festival, we optimized the data to increase visits, using heat maps to track real-time crowds and adjusting ads to boost traffic at less popular spots. And post-festival, we verified the effectiveness of the promotion with SKYLENS to measure the actual visitor rate, not just impressions and click-through rates. The results were impressive, with 63% of visitors coming from outside the area, each visiting an average of 2.48 spots for a total of 1.5 million visits, a 2.2 times increase from the previous year.
